Ratio of leaders to cadets

Hi guys,
I've recently been told that the ratio of cadet leaders to cadets is: 2-leaders for every 1-cadet. Is this true  :? :?

CFS Cadet Handbook is the oracle: you can download it from the members section of the CFS website.

5.2. MINIMUM LEVEL OF SUPERVISION
• For theory and practical training, not involving fire or ‘live’ hose work –
- One Firefighter to 10 Cadets;
• For practical –
- One Firefighter to 5 Cadets
• For practical training not involving fire, but including ‘live’ hose training – one
Firefighter, who shall be the rank of Senior Firefighter as has been authorised by the
Captain, to 5 Cadets.
• For practical training involving controlled burn offs, one Firefighter who shall be rank of
Senior Firefighter or above, or such other Firefighter as has been authorised by the
Captain, and who shall not be actively involved in any other management role of the
exercise, to 2 Cadets.

section 5.2.1 has more to say where cadets are training with seniors.

This request may be more related to "working with minors" than CFS cadet Regs. As an ex Airforce cadet instructor (13 years) we never placed ourselves in a position where their was only the one adult present. Especially if there is only one or two cadets. It is unfortunate I know, but that is now the world we're in. Ultimately it is for the protection of both the instructors as well as the cadets.

Also in other youth organisations, they have the requirement for male & female leaders if both genders are in the youth group.

Well i got told about this new rule and since then we have been having trouble with cadets. Because we only had 1 leader turning up our cadet training time was shortend

If this rule is true then what would happen to those stations who have got more then 5 or so cadets or even more then 10. It would be hard enough trying to find 5 co-ordinators just try to find enough for say 13-15 cadets
