Control Agencies
« on: November 01, 2006, 09:16:10 PM »
Was havign a read of the released SACFS OMGs and thought some people may find this of interest since they get raised occasionally during threads...

CONTROL AGENCIES

Type of Emergency Incident Vs Control Agency

Aircraft Incident*# - SAPOL
Animal, Plant & Marine Disease - Primary Industries
Bomb Threat - SAPOL
Earthquake*# - SAPOL
Fire (Rural and Metro) - SACFS or SAMFS (dependant response area)
Flood - SASES
Food/drinking water contam. - Dept Health
ICT failure - Dept. Amin and Info. Services
Fuel, Gas and elec. shortage - Dept. Transport, Energy and Infrastructure
HAZMAT or Dangerous materials emergencies - SACFS or SAMFS (dependant response area)
Siege/Hostage - SAPOL
Human Epidemic - Dept. Health
Marine Transport accidents*# - SAPOL
Oil Spills, marine & inland waters - Dept. Transport, Energy & Infrastructure
Rail Accident*# - SAPOL
Road/Transport accident*# - SAPOL
Search And Rescue; land and sea - SAPOL
Search and rescue; structure (USAR) - SAMFS or SASES (dependant response area)
Severe Weather - SASES
terrorist Incident - SAPOL

*where an incident involves fire or the release of a hazardous material or an imminent threat of such nature, the control agency will be the SAMFS or SACFS for that part of the incident

#where an incident incolves entrapment the control agency will be the SAMFS, SACFS or SASES for that part of the incident.

thought this may be of interest.

Ah but sometimes isnt it better for the closest resource to respond. For example, every land search is under the control of SAPOL Star Squad officer, but SES volunteers do some of the walking.

It should be noted that the agencies listed are the combatant authority, not the ones that necessarily do all the foot work...

The agencies listed have overall coordination / control of the relevent incident - but are not the sole responders to an incident....

Combatant agency - no such thing.

The control agency - lead agency for the incident, which means they lead the incident, not tell others how to do their job (i.e. at a RCR SAPOL will control the incident, but not tell fire (CFS) rescue (SES) and medical (SAAS) how to do their roles or jobs!

then there is SAPOL as the coordinating authority - hence logistics functions etc!
Courage is not the absence of fear, but rather the ability to control it.

Not to mention that they are the primary turnout for animal rescue. I'm sorry, but its been FOREVER known that brave firemen climb ladders to save some poor kiddies cat. Now its idiots in orange.

What if a tree falls when someone is leaning on it? That's not the weather. Could be terrorism i suppose, killing the western trees.

But if the tree falls in the forest and no one hears it or sees it - did it actually fall - and who's response would it be  :?

I say let the SES have all the tree jobs they want, nothing worse than getting called out at 2am when it's pissing down to remove a tree off some blokes roses.
