It seems this way sometimes, not so much on the fireground but in the different headquarters.

Yes sometimes true! But it's funny how different stations/brigades deal with this in very different ways some very well some not so.

Was going to ask the same question..  Checked firehouse.com which was on a couple, but couldn't find anything...Other than a numerous amount of unfortunate LODD's...
