Aside from the amount of money damage caused in an isolated area of Northern Territory, it is interesting that the insurance companies switchboard 'crashed' twice by people "asking to take out insurance" before the cyclone hit.

Maybe a little toooo late for that when a cyclone is about to hit you …...…….

And then you have 18 months to 2 years before North Queensland is back in shape with 6,500 insurance claims....

Cyclone Monica insurance claims hit $5m

The Northern Territory Insurance Office (TIO) says it is close to finalising its bill from cyclone Monica, which hit the Top End late last month.
TIO's Les Holden says the damage bill from the category 5 cyclone, which hit Maningrida, Oenpelli and Jabiru, comes to nearly $5 million.
But he says it could have been much worse.

"We have tens of millions of dollars of sums insured, aggregate sum insured in that region so it could have been significantly more than that," he said.
Mr Holden says the damage bill will not force premiums to rise.

He says it was staggering watching the switchboard crash twice as the cyclone rolled in, under the sheer number of calls asking to take out insurance.

But Bruce Thomas, the sustainability manager with Swiss Re, says premiums may rise in the future as climate change increases the number and severity of weather events.

"What we do is keep a close watch on exposures on likelihood of risk and that is likely to flow in, if we see greater increase in events, it's likely to flow firstly in to increase prices because there's greater value at risk and the likelihood of loss, but not a withdrawal of coverage," he said.

Truss gets better appreciation of Cape York flood impact

The federal Regional Services Minister says he now has greater appreciation of the amount of water that flooded Cape York, in far north Queensland, and the damage it caused.

Warren Truss toured the Cape yesterday with Leichhardt MP Warren Entsch to assess the impact of cyclone Monica.

Residents and businesses feel they have been forgotten and have not received the same assistance as victims of cyclone Larry.

Mr Truss says the region will need more help to rebuild, but people also need to be told assistance is already available.

"Some have asked for low interest loans, they're available under the natural disaster relief arrangements, others have asked for ex-gratia payments and also some assistance to the business community," he said.

"Well, I'll be talking about what options might be available and how we can assist in that regard."

Cyclone Larry recovery chief, General Peter Cosgrove, was also in Cooktown yesterday and he will report on the impact of cyclone Monica to the State Government.

Meanwhile, Suncorp is warning it could take years for some cyclone Larry victims to have their homes repaired due to a shortage of labour and building paperwork.

The insurer says it has now completed assessments for most of the 6,500 claims it received but a shortage of labour and building materials could mean a long wait for repairs.

Suncorp's general manager for property claims Mark Milliner says there are also council approvals to consider.

"It's certainly going to take us 18 months to two years to get most of the building work completed," he said.

"It's more to do with logistics and the labour force up there. Certainly Suncorp can fund the rebuilding, but we need builders and timber and iron."

Farmer under fallen tree chainsaws his way to freedom
The resourcefulness of outback Australians has been exhibited once again.

A farmer at Girilambone, near Nyngan in central western NSW, has managed to chainsaw his way to freedom after a tree fell on him and broke his leg.

The ambulance service says the man was clearing a paddock on Saturday evening when the tree fell and broke his thigh bone.

He managed to break up the tree with his chainsaw, crawl away and light a fire.

He was kept warm over the next five hours by curious sheep that he found difficult to shoo away.

The farmer was taken by the Royal Flying Doctor Service to Dubbo Base Hospital where he has undergone surgery.

From an outsider to the incident, my first thought is that three local (Berri SES, Glossop & Monash CFS) emergency vehicles are going to bogged car.

I understand other issues could exist, which are not given on the pager messages, can increase the urgency (eg fast moving water moves car, life risk of people near car, bystanders, etc) but is this an overkill ?

   * Secure loose outside items;
   * Keep clear of fallen power lines;
   * Keep clear of creeks and storm drains;
   * Don't walk, ride or drive through flood water;
   * Stay indoors away from windows while storms are nearby.

The next warning is due to be issued by 2 pm on Monday 27 March 2006.

This warning is also available through TV and Radio broadcasts; the Bureau's website at www.bom.gov.au or call 1300 659 215. The Bureau and State Emergency Service would appreciate this warning being broadcast regularly.

Because I work sometimes on the GM Holden computer network, I found this media release on the Holden internal Intranet. I would understand that this will affect many cars within the services.

GM Holden has issued a safety recall on specific locally built vehicles from April 2003 to December 2005 sold in Australia and export markets and fitted with side impact airbags as standard or optional equipment.

The recall has been issued following reports to GM Holden that side impact airbags had inflated under circumstances which did not warrant inflation. This may be caused by static electricity charge, generated in particular conditions, which stimulates the airbag inflator if an earthing wire under the seat has come loose.
 
Such conditions can be generated only when the car is stationary and the person is exiting or has exited one of the front seats, as sufficient charge must be generated and the outer side seat bolster compressed to reach the side airbag inflator.

The situation will be rectified free of charge at Holden dealerships by installing an additional earth spring at the front of each height adjustable seat to correctly earth any charge.
 
The recall involves 89,167 vehicles in Australia and 34,552 export vehicles for a total of 123,719. Thirteen cases have been reported since 2003 with no resultant accidents - an incident rate close to one in 10,000 vehicles or about 0.01 per cent.
 
GM Holden Executive Director Engineering, Tony Hyde, today said the organisation had confirmed that the inflation would occur only while the car was stationary, allaying concerns about possible accidents.

"Electrostatic charge accumulation usually requires some sort of moving activity which is generated while swinging out of a seat," Mr Hyde said. This action also brings the occupant closer to the side impact airbags as the backrest side bolster is compressed when getting out of the seat. The bolster will not be sufficiently
compressed while driving to allow any charge to reach the inflator."

Vehicles impacted by the recall comprise those built between 1 April 2003 and 2 December 2005 with side impact airbags as standard or optional equipment. This may include -

The SES operation orders were issued last night and this included the roster of personnel. So between 16 and 19 SES volunteers will be on the race track surrounds from Thurs 23rd to Sun 26th March.

If you are going to the race, come and visit our SES Field Command centre. Three SES rescue vehicles and two SES bicycles will be on site each day.

We will be south of the Competitor Medical Centre, which is near gate 2, Angus St entrance.

Is anyone else going to the V8 race ?

I have seen many GRN pager messages on the website lately like below:

What would be involved for the crew to do in this incident ?
Do they hose off the road to prevent slip ? Do they try to bury the remains before the grapes ferment ?

Is this a large truck size spill or trailer on a tractor ?

The taskings seem to be always in the riverland, but not McLaren Vale, Barossa or Coonawarra regions ? Any reason why ?

Always curious & wanting to learn new things....thanks.

I could be creating a storm here, but I am curious on a volunteers opinion.

Should the training organisations of MFS, CFS & SES be combined under SAFECOM to avoid duplication in standards and delivery of courses to volunteers ? I would envisage this would include training facilities being combined.

Would you has a CFS volunteer be happy to receive training from a qualified SES or MFS trainer ?

Can we avoid the duplication by a different system ?

Can you see any advantages in a combined training system ?

Please note I do not have any problems with training individuals or training departments. The questions above are not aimed to attack or discredit anyone.

My background on the question is:

** this pager message indicates another organisation attending a SES course: “09:03:18 01-02-06 Accommodation for SES chain saw course confirmed at Hahndorf OLD MILL. Training officer From Sthn Fleurieu GCC 01/02/06 09:02:53”

** I have attended a Leadership course at CFS Brukunga which was delivered by SES & CFS trainers. It was brilliant.

** We all have some similar skills & taskings: chainsaws, first aid, RCR, GRN, Operations control, Leadership, Map & Navigation (incl GPS), etc.

** Training courses need to be delivered by qualified instructors, so I would envisage (for example) that rural fire fighting courses will always be delivered by CFS instructors.

** Other forums on this website detail courses being cancelled, re-accreditation issues in RCR, boat rescue skills, driver training skills, etc.

** SES have recently released a new Road Crash Rescue Training Resource kit. I wonder how similar this is to CFS or MFS training standards.

** The SA Road Crash Rescue Competition is an example of how the different organisations sometimes do the same tasking and receive similar training.

But my major question is: “Would you has a CFS volunteer be happy to receive training from a qualified SES or MFS trainer ?”

4:30 PM 11 January 2006

SA Country Fire Service volunteers are yet to contain a fire burning west of Cambrai and Sedan in the northeastern Mount Lofty Ranges.

More than 80 CFS volunteers and 15 fire tankers are at the scene of the blaze, which started shortly after 12.30pm today off Pinehutt Road.

Steep terrain and scrub has made it difficult for crews to gain access to the fire, which has so far burnt more than 330 hectares of grass and scrub.

Six aircraft are also in attendance, including three fixed-wing and two helicopter water bombers, as well as the Rescue 53 helicopter which is providing support to ground crews as an aerial platform.

A Bushfire Information Message was issued shortly after 2pm for the blaze advising residents that the fire did not pose any direct threat but was generating a significant amount of smoke.

The message is still current and advises residents to close all doors and windows and stay indoors if residents suffer from any respiratory conditions.

Motorists are being urged to avoid the area, which includes the Angaston to Sedan Road in the area of Sedan Hill where the fire has crossed in several locations.

The cause of the fire is still being investigated.

The CFS advises that a fire in the WILLOW WATERS ROAD area near HAWKER may pose a threat to public safety.


The HAWKER fire is travelling in a NORTH EASTERLY direction towards WARCOWIE ROAD


Residents in this area are advised that smoke and burning embers may reach their property. Radiant heat from a bushfire is extremely dangerous and should be avoided if at all possible.


Residents should cover all exposed skin by wearing long sleeved cotton shirts, long pants, sturdy boots, leather gloves and a broad brimmed hat. On no account should synthetic clothing be worn anywhere near a bushfire. Residents should not attempt to enter or return to the area at this time, as access is restricted and the roads may not be safe.


The CFS and other firefighting resources are attending to this fire and further information will be provided as it becomes available.

Other Government Agencies / Co-location of local headquarters

I have seen publicity that Kingston SE now has a co-located headquarters building for SES and CFS. The hedaquarters has three truck bays per organisation. The shared training, amenities and admin areas are a great idea.

I have completed an SES State Training course in the shared headquarters of Port Elliott CFS and South Coast SES. The facilities seemed to work very well.

I know that SES Central (Mt Barker) and Northern (Pt Augusta) regional headquarters are shared facilities with CFS and others

Other than those mentioned above, where are the other shared facilities in South Australia ?

I do not believe any issues exist with both volunteer organisations, but does anybody share with SAAS or MFS or SAPOL paid staff ?

Incident Operations / Long Plains silo rescue

Noticed on the GRN pager website that four CFS brigades(from memory), CFS Burnside and two teams from Tea Tree Gully SES responded to the vertical rescue recovery operation at the Long Plains silo yesterday.

http://www.abc.net.au/news/newsitems/200512/s1529604.htm gives some details and this incident will now be covered by a coroner's inquest.

A TV news (I think ABC) showed a short segment with people from both organisations working together.

I personally thought it was great to see both organisations working together.

I was walking past the Adelaide City Council customer service centre last night. This is in the walkway between the Pirie St office behind the town hall and the church.

Last night (8th December) the windows displayed old uniforms, photographs and plans of City Council 'decontamination & civil defence' teams.

The photographs include the flat bed trucks the teams travelled in the back and air shelters within the city square.

Equipment on display includes a helmet and breathing mask with a cloth bag.

I do not know when the display will be changed, but it is definitely worth a look at how far we have come in equipment since the war years.
