OFF Topic / '112 emergency' television show

During this past week I stumbled onto a german television show called '112 Emergency'.

The show is broadcast on SBS 2 at 2030. The basis of the series is centred around police officers, paramedics and fire-fighters in a combined emergency services center.

From the one episode I watched.....Rescue and the other Australian-made series are REALLY good in comparison   :-P

So if you want a laugh and the ability to see different trucks, helicopters, etc with bad acting and bad story line....then have a look.

SASES / Status of SES Port Lincoln LHQ

Media reports are that the Port Lincoln SES Headquarters was burnt out at the Port Lincoln fires yesterday.

But I thought they were in the new complex with MFS and CFS on the same area. If so, how did the fire affect one services without affecting the others ?

Also, did the Unit loose the boat & vehicles or just the shed and equipment they could not move quickly ?

Any local information would be appreciated.

I just played my computer recording of today's (Sunday 27/09/2009) Landline television program. Landline is a news program on rural and farming topics. Today's program was based on the AFAC/CRC 2009 conference (see http://www.afac2009.org.au/)

The program included
* a interview with CEO of Bushfire CRC and
* a article on Arnhem land bushfire prevention (using carbon trading money) and the impact of fire in the Northern territory.

I found today's program interesting. especially the NT article because it displayed how scientists measure a burn-off with their instruments.

The program is repeated on Monday (check local guides for time). The articles are not on the website yet http://www.abc.net.au/landline/, but hopefully they will be soon for download.

Tea Tree Gully Unit does South Australia proud

Last weekend the Tea Tree Gully State Emergency Service (SES) Unit was the runner up in the two-day biennial National Disaster Rescue Competition, which was held in Brisbane.

The competition saw teams of volunteers from every state and territory compete against each other in a series of events that demonstrated their skill, knowledge and ability to work in a team environment in the most trying of conditions.

Participants were put through their paces in a series of staged events including a hydraulic exercise, heavy lifting exercise, a series of search and rescue operations from heights, an explosion site exercise, a blacked out building and a large bus crash.

SES Acting Chief Officer Matt Maywald praised the Tea Tree Gully Unit for their hard work and passion for volunteering, with the majority of the team having competed at a national level before.

“The Tea Tree Gully Unit is made up of highly dedicated people, committed to continuous improvement and achievement. The team that competed in Brisbane consisted of six volunteers who have been part of the SES for more than ten years,” said Mr Maywald.

“It is a fantastic achievement that the Tea Tree Gully Unit has finished in the top two places for the last two competitions

“Judging criteria included casualty management, leadership skills, rescue techniques, safety and the completion of each task. The fact that a South Australian team was judged to be one of the best in the country is something we are extremely proud of.”

South Australia will host the next National Disaster Rescue Competition in 2011.

..BURN-OFFS on public land will cover a massive area, more than double the size of last year's, to help protect the state from bushfires.

The Department for Environment and Heritage will burn 79 areas, totalling 17,363ha,  this spring and next autumn.

This compares to 45 burn-offs covering 7958ha last financial year and 39 areas burned in the 2007-08 season, totalling 4960ha.


More than a quarter, or 22, of the burns will be completed in the Adelaide and Mount Lofty Ranges region.

This spring 8246 hectares of public land will be burned across the state - 7700 in the Murraylands alone - to control fuel loads, which could send a bushfire out of control.

The Adelaide region will have the second largest area of public land burned this spring but the highest number of burns, with 273 hectares scheduled in 15 burns before the summer fire danger season starts in late November or early December.

Department spokesman Stephen Cox said some burns scheduled for the 2008-09 burning season could not take place and would be completed as part of this year's program.

"Our burning seasons were even shorter than usual in 2008-09 due to the long, hot summer and the high rainfall period which occurred in May," Mr Cox said.

"This resulted in the fuel loads either being too dry or too wet to burn for much of the year.

"We must also recognise that prescribed burning is not the panacea for managing bushfire risk and there will be extreme conditions where prescribed burns will have limited effect."

The Bushfire Taskforce is expected to provide its report to State Cabinet this week on changes to the bushfire warning system.

The department, ForestrySA, Native Vegetation Council and Country Fire Service conduct prescribed burns every year in spring and autumn to reduce the risk of bushfire in vegetated areas and reduce the intensity of bushfires which do occur.

Most burns in spring occur towards the end of September when vegetation is drier and before weather conditions become too hazardous.

A further 9123 hectares will be burned across the state next autumn.

SA Water is also planning five burns in the next three months at Warren, Milbrook and Mount Bold reservoirs in the Adelaide Hills, Lincoln basin on Eyre Peninsula and Middle River on Kangaroo Island and will advise the public when dates are known.

It has bought eight firefighting vehicles since the Mount Bold bushfire in 2007 to support firefighting efforts in a bushfire.

A spokesman said water quality and future runoff could be affected if a large and intense bushfire burned reservoir catchments but its network of treatment plants would protect water quality.

All Equipment discussion / Trailer use in emergency services

I noticed that some people have commented recently that trailers should not be used in modern day emergency service response.

Over the years I have worked from a variety of trailers from open tandem to specialised covered trailers.

Some were dangerous (old civil defence covered trailer) due to being too heavy and no suspension. But modern trailers have gas struts, independent lighting, swivel towing attachments, etc.

I agree that they should not be in 'lights & sirens' response. But for extended incidents you do not need that kind of response by every vehicle.

The ability to leave equipment (pump, sand, plastic, tables, whiteboards, etc) at a location while the vehicle goes somewhere else is invaluable.

The only alternative I can think of is more pods for the hook trucks.

What do you believe are good & bad regards trailer use ? If bad, do you have an alternative ?

I personally do not understand the implications of proposed changes to the Bushfire parts. But the 'establishment of urban bushfire risk areas' sound interesting. Not sure what that means though ??

Changes to SAFECOM Board & disbanding of the SAFECOM Advisory Board interests me.

Interesting impact at my workplace today. No emergency services requested during this incident.

The 8th floor of a city building was affected by flooding from a split water pipe in one of the kitchens during the weekend.

50% of level 8 floor was affected including a computer room. Pictures I have seen (I am on afternoon shift this week in a different building)indicate that a continuous of sheet of water can be seen on top of the office carpet.

Staff started work in the west side of level 8 at 7:00am on early shift. They did not notice the east side flooding until another person commented at 8:00am.

Due to staff changes during the last few months, level 8 east is mainly empty of staff.

By 10am the situation was being assessed by electricans and cleaning contractors. Most computer room equipment is held in metal racks. I do not know for sure if the power and data cables are above the racks at ceiling level or via a false elevated floor. I suspect via a false floor.

Between 8am and 10am I believe (from photos) multiple staff were alking through the water, not aware of the electrical risk.

Staff began to evacuate the floors and contingency planning was enacted so that clients would still be supported. Some staff went to a different company building, located in a Adelaide suburb. The rest worked from home via internet connections. Instant messaging, emails and databases were used to enable the teams to still communicate & work from different locations.

Because the computer room on level 8 contained major data communications equipment for the company, I was surprised that floors 9 and 10 staff were NOT affected.

By 1500, the floors had been made safe and staff will be back tomorrow. Fans and de-humidifiers will be in operation overnight and beyond.

So I would estimate at least 100 plus employees affected today.

I have done basic bushfire awareness training within SES that was delivered by Meadows CFS. So the same methods were taught to both services. The same with AIIMS.

Does the above pager message mean that vertical rescue people from any service are using the same training methods ?

A GIANT 747 air tanker that carries eight times as much water as other firefighting aircraft and moves twice as fast is bound for Australia.

The "Supertanker" will undergo its first fire season test in the US this year and authorities from SA, Victoria and NSW will be watching.

US officials have discussed the aircraft with Australian agencies, including Victoria's Country Fire Authority. Manufacturer Evergreen Aviation plans to stage a demonstration in Australia.

The plane is a Boeing 747 modified to carry 75,868 litres of water - more than eight times the usual payload for waterbombers.

It can reach speeds of 965km/h, twice as fast as typical firefighting aircraft, and disperses water with the same pressure as driving rain, the manufacturer claims. It takes about 30 minutes to refuel and refill using high-speed pumps.

The most effective airborne firefighting weapon used in Australia is the Erickson Air-Crane Helitanker, such as the one nicknamed Elvis, which is brought from the US each fire season.

The chopper carries 9000 litres of water, but it takes just 40 seconds to refill by lowering its bucket into a local water source

Girl, 11, rescued after 30m fall at Wilpena Pound

EMERGENCY workers in the far north have rescued an 11-year-old girl who fell about 30m at Wilpena Pound today.

The girl, who was with her father, fell into a rocky creek bed near the isolated Brachina Gorge lookout just before 5.30pm. Her father is a medical doctor.
SES crews rescued the girl by about 6.50pm and she was stabilised by a medical retrieval team at the scene before being taken to Hawker Hospital.

Her injuries are unknown at this stage.

It is expected the girl will eventually be flown to a hospital in Adelaide.

Volunteer Marine Rescue launches Sea Rescue 2
Friday, 27 March 2009

A brand new search and rescue vessel called ‘Sea Rescue 2’ is about to become the latest addition to the State’s Volunteer Marine Rescue (VMR) fleet.

South Australian Fire and Emergency Services Commission (SAFECOM) Chief Executive, David Place, will officially commission the new vessel for the SA Sea Rescue Squadron (SASRS) on Sunday 29 March at 10:00am, Barcoo Road West Beach.

Mr Place said the ‘Sea Rescue 2’ will substantially improve the State’s capacity to respond to marine emergencies.

“Despite greater education in marine safety and advances in technology, there continues to be incidents at sea.

“With more people making a ‘sea change’ by congregating in our coastal communities, the number of registered vessels is continually on the rise and therefore the need for our waters to be continually monitored is increasing.

“In order to ensure this, VMR associations such as the SASRS are strategically located around the State’s coastline to support search and rescue authorities in responding to marine emergencies.”

Mr Place said the Sea Rescue 2 replaces a former vessel of the same name, which served the southern metropolitan coastline well for many years. The southern coastline is considered a high risk area and in 2008 the craft was inspected and deemed to be no longer suitable for search and rescue purposes.

“Following a submission by the SASRS through the State Emergency Service (SES) and SAFECOM, Government provided $160,000 from the State budget to replace the vessel.

“This represents a considerable, but well-deserved commitment and recognition by Government of the very valuable role VMR associations play in the community.

“I would like to extend my sincere thanks and commend the volunteers, who give of their time freely, often at the expense of family and personal commitments, sometimes confronting potentially dangerous situations.”

The Manager of VMR in South Australia, Darryl Wright, said that the new vessel is 7.4 metres in length, powered by an inboard diesel motor and fitted with state-of-the-art electronics, navigation and safety equipment.

“Not only will this vessel be able to respond to the waters in its primary area of operation, but to other areas of the State in support of ongoing operations as required.

“The ongoing support of VMR associations by the State Government not only ensures that they are suitably equipped and prepared to respond to marine emergencies, but also demonstrates support of their valuable role
within the community.”

The SASRS has a long and distinguished history of service to the boating community in SA. Since its inception in 1960 it has evolved to be one of the largest and most progressive VMR associations with in excess of 700
volunteer members operating satellite flotillas at Copper Coast (Wallaroo), Edithburgh and Wirrina.

In addition to providing response to marine emergencies, members attend public gatherings and waterborne events, provide regular safety message broadcasts and monitor marine radio distress frequencies.

They are also actively involved in promoting boating and water safety through public education courses.

Site revealed for state’s new Police Headquarters

Construction of a brand new state-of-the-art Police Headquarters at 100 Angas Street will begin soon.

Premier Mike Rann, today announced that Commercial and General Corporation is the successful developer for the $100 million project.

The State Government will lease the building and spend $38 million dollars for a fit-out to ensure it meets the needs of the South Australian Police.

“This building will be the biggest police-building project in South Australia’s history. It will have a five-star energy rating, and cater for the ever-increasing demands of sophisticated policing operations.”

“The 40 metre high building will provide 18,000m2 of efficient, modern Green 5-star office accommodation for more than 1000 staff over 9 floors,” Premier Rann said.

The proposed design includes meeting spaces and a café on the ground floor and provides access to the underground car park.

SAPOL sections to be based at the new hub include the Executive, Firearms, Records, police prosecutors, Anti Corruption and Sex Crimes Investigation Branch.

The developer’s team of architects will now work with the Department of Transport Energy and Infrastructure and SAPOL, to further enhance the initial design and ensure the facility reflects SAPOL ‘s service delivery to the community.

Mr Wright said the new headquarters was part of South Australia's largest ever police station construction program – one which has seen new stations opened at Golden Grove, Aldinga, Gawler, Mount Barker, Victor Harbor, Berri, Port Lincoln, Newton, Blakeview, Hallett Cove and Pooraka.

A $6.5 million revamp of the Christies Beach Police Complex will commence shortly, while details of a major redevelopment of the SA Police Academy at Fort Largs will be announced soon.

We have no intention stopping there either, with another $8 million going towards expanding the Roxby Downs police facility, $9.5 million to rebuild the Murray Bridge police station and three new stations on the APY Lands.

“We make no apology for providing up-to-the minute facilities for our dedicated police.

“Increased funding for the SAPOL operational budget and extensive capital spending have ensured that police in this State are better equipped to keep our communities safe.

New police stations across South Australia, supported by a record level of funding for SAPOL and the highest ever numbers of police officers in the State’s history, are all concrete evidence of this Government’s commitment to ensuring the safety and security of the community,” Minister Wright said.

The new police headquarters building is expected to be complete by late 2011.

On Saturday morning I was travelling back to Adelaide from Yankalilla after dropping my wife & boy at a Scout/Girl Guide camp.

At 7.5 kms (measured on OziExplorer maps after I got home) from Yankalilla towards Myponga, I came across a small car verses guard rail accident.

The young lady driver in the accident, who was a P plates, was traveling towards the same camp. Unsure what happened, because I was second on the scene. The first on scene was another person heading towards the camp.

No injuries, but driver was in mild shock. So I suspected maybe soft tissue when shock wore off. I was unable to complete a casualty check because she refused. Passenger seemed fine. SO I did not use my first aid kit which is in our car.

I have a fold up reflector triangle sign in my car, so I set that up. I also switched on high beam & hazard lights. But I drive a dark blue Commodore wagon, so did not place in fend off position. The other two cars were on side of road, off main roadway. They had hazard lights on.

Interesting that all others on the scene were wanting to leave the damaged car on the roadside & transport the people / gear to the camp. The parents could deal with the damaged car later.

It was pointed out this was a dangerous corner. A quick car check showed damaged radiator, reservoir bottles, plastic front bumper bar completely removed & on other side of road. This was small bubble Toyota, so suspected front wheel drive damage.

000 was called to notify SAPOL so a tow truck could be arranged. RAA Towing was suggested by others, but it was pointed out that RAA is a breakdown service, not car accident.

During the telephone call to the SAPOL operator, the location was described as Yankalilla to Myponga Road, 3 to 5 kilometers from Yankalilla towards Myponga. My distance guess was out.

The request was for a SAPOL patrol to coordinate tow truck because car was in a dangerous location.

I then positioned myself on a corner at the other side of the accident location (from the reflector triangle sign) to slow/flag traffic down. Luckily I was wearing a white T-shirt so this gave me visibility on a dry / sunny day.

In very prompt time,
* a farm utility passed with flashing lights from the Yankalilla direction. They positioned themselves on the other side of the accident location from me, to slow traffic. They had a dazzle jacket with them. I suspect they were CFS volunteers heading to collect the Myponga 34. But they stayed to help protect the accident scene.
* a crash / car repairs utility with yellow rotators on roof from the Yankalilla direction. I suspect that the driver inspected the car with SAPOL then left to get the tow truck.
* SAPOL patrol from Myponga direction.
* Myponga 34.
* Yankalilla Rescue with CFS striping & uniforms.
* SAAS from Yankalilla direction.

It was interesting that all emergency vehicles arrived with all lights running, but no sirens. This helped maintain a calm professional attitude at the scene.

At this time, I left the accident scene because it was very crowded with vehicles. Myponga CFS had a slow/stop sign person deployed and rescue were setting up the same.

After I had left the scene, I passed a two truck on its way from Myponga direction. I would guess it would be 10 minutes before it was at the accident scene.

Information later from my wife at the camp is that the driver was taken to hospital for a complete check & the passenger was delivered with the gear to the camp.

Thank you to everyone who responded, it helped me to know that professional assistance was quickly available.

Now to go & buy a few more replacement fold-up safety triangle signs. Someone ran over the one I had.   :cry:

Found an interesting press release that the local Emergency Planning groups are being re-formed. The first one is the "Barossa Zone Emergency Management Committee".

The Metropolitan Fire Service (MFS) is working to remove a man from a 12-metre high straddle crane at Outer Harbor in Adelaide.

It is believed the man sprained his ankle while on the crane.

The MFS is using a sky lift and ambulance staff are waiting to assist the man.

I noticed this GRN page today,

My first reaction was 'what the...firecover for a tree down ??'.

Then I wondered what is the risk of starting a grass fire from a hot chainsaw motor if the tree is in long grass ? Same with the refueling process. I was previously concerned with fire risk of the chainsaw & operator, not the grass & surrounding area.

Not a high risk when compared to angle grinder, but SES always have a fire extinguisher handy.

Is this an enhanced fire risk job during summer ??

Today I watched the Tour Down Under 2009, stage 3, go past at Kangarilla and Meadows. Good fun to see.

I was interested to see the following vehicles in the official convoy at the end of the main bunch of riders:-

1/ SES Toyota light rescue vehicle with (I think) 4 on board in full orange overalls.
2/ CFS 14 type vehicle.
3/ Two SAAS ambulances.
4/ Multiple SAPOL motorbikes, pushbikes & cars.

It is interesting how the volunteer ESO's are now part of the normal 'public safety' response. Good to see.

Also good to see the Kangarilla truck (suspect 34 ??) out on display & supporting the community banners.
