Good on him. Stations with 2x heavy trucks were completely overlooked for the cross-crew strategy.

Where's the coverage policy. Where's the regional strike team appliances policy. Where's any strategy at all?

Country Fire Service / Firefighter awareness of appliance stowage

G'day all, its not every day i start up a thread, but here goes!

I would like to hear your experiences in your brigade, of how well firefighters remember what equipment is stowed on your appliances and how well they remember where it lives on the appliances.

Are there regular 'lost' looks?  Or is it a well upkept part of regular training? Can you ask a randomly selected firefighter for a specific part of equipment not used every job and get to work with it in the hurry of when it needs to be used? Does "above standard stowage" equipment clutter the situation or overwhelm newer firefighters? Is there enough time spent on stowage/positioning awareness?

I'm coming from a brigade with a need to improve on this.

Country fire volunteers left burnt by tax ruling

COUNTRY fire brigades are set to lose out because the Tax Office has withdrawn their tax-free status, ruling that the volunteer organisations do not relieve "suffering, distress, misfortune . . . or helplessness" in their role.

The Australian Tax Office says brigades are not "public benevolent institutions".

The Country Fire Service Volunteers Association has branded the decision "petty and small minded" .

It added Federal Government changes to protect them from the ruling still left volunteers out of pocket. The changes mean brigades cannot employ helpers for cleaning duty or for paperwork, nor can they use tax breaks of up to $7000 per person to make the salary packages more attractive.

" They have been gunning for this for two years," association executive director Wendy Shirley said.

The ruling will not affect donations because the Federal Government created a loophole to thwart the ATO when it tried to make donations liable to tax in February.

Ms Shirley said the administrative burden for government paperwork like station audits fell on volunteers but brigades were increasingly keen on getting paid staff to help ease the workload.

South Australian Senator Nick Xenophon has written to the Commissioner of Taxation to complain that the ruling - that brigades were not charities because they did not relieve "poverty, sickness, suffering, distress, misfortune, disability or helplessness" - is illogical because all of these things could result in bushfires if firefighters didn't volunteer.

On what charge ?
A bunch of brigades just happened to go for a training drive which found
themselves in the city at around the same time. Everyone wearing seatbelts,
obeying road rules, etc, etc.
They might stop to compare vehicles with colleagues & do a quick truck check
(including a siren test)?
They might do a couple of laps of Vicky Sq - you just never know when you
might have to do a COQ to station 20.

And everyone knows that our baggy daggy yellows are a much more better chick-
magnet than lycra, especially we more generously proportioned older members.

This is a new thread spawned from the Mt Barker 3rd Alarm Commercial fire.  Along the lines of Amusing pager messages where we can put random thoughts here and present the truth with it.

And here we start.

Myth: CFS wont ever have a fire similar to the Kilburn Fire in September 2009. In its response area, because we are a rural fire service.   "We only ever see those guys at strike teams (rural jobs)!"

Fact: We will undoubtedly eventually face a 4th or higher alarm response structural fire some day. We should be training for it, we should be Structure Fire Ready...not just bushfire ready...

Proof Range during Monday-Wednesday, and now one of the largest Hay Supplies going up in smoke at Paskeville.

Teams of appliances being sent from as far as Gumeracha group.

FIRE authorities in charge of the Black Saturday inferno that wiped out Marysville did not consider sending firefighters to evacuate the town or protect locals sheltering at the oval, the Victorian Bushfires Royal Commission has heard.

Department of Sustainability and Environment (DSE) officers running the incident control centre based at Alexandra knew at 5.55pm that people were gathered at Gallipoli Park in Marysville.

But Andy Miller, a DSE incident controller at the centre until 5.30pm, told the commission that evacuation and protection of the refuge was not considered.

Mr Miller was one of two officers based at the control centre who were put in charge on February 7, despite their lack of qualifications to deal with a major fire. Mr Miller was only a Level 1 incident controller on the day, but he was put in charge of the Alexandra centre which is supposed to operate at Level 3 - the highest level.

He had never had to deal with evacuations, Mr Miller told the commission, and was not aware it is the responsibility of incident controllers to order evacuations.

A level 3 incident controller was not put in place until the following day, despite the fact there was a qualified person living just 1km from the Alexandra centre.

The commission has also heard that for the first hour after the fire broke out, from 3pm to 4pm, neither the DSE or the Country Fire Authority knew who was in charge of the fire and both agencies were acting completely independently of each other.

The commission has previously heard that the inferno, known as the Murrindindi fire, was out of control within minutes.

Mr Miller said he knew by 4pm that the first attack on the fire had failed.

Seems two points were thrown into the mix from this article.
  • Pre-emptive level 3 activation hadnt occured.
  • Interagency co-operation failed.

HOUSEHOLDERS are struggling to pay Emergency Services Levy bills, which are rising at twice the rate of inflation.

Last financial year, more than 21,000 unpaid ES bills worth $4.3 million were referred to the State Government debt collection unit.

This is a significant increase on the 16,000 non-payments worth $3 million recorded four years ago.

Independent State MP John Darley says householders - particularly working families and those on low incomes - are "hurting" due to the rapidly rising bills.

Mr Darley said the annual levy, based on property values, had jumped from $50 to almost $90 for an average-priced Adelaide home since it was introduced in 1999 - a 74 per cent rise.

According to the Australian Bureau of Statistics, inflation rose by 38 per cent over the same period.

"Property prices go up at a quicker rate then inflation and so do the ESL bills as a result," Mr Darley said.

"But bill increases should be limited to the inflation rate, otherwise they will continue to soar into the future."

The level of non-payment is also expected to increase again, as this year's levy notices are being posted to almost 500,000 homes, Mr Darley said.

"The extra money charged under the ESL is a significant amount to those on a low income who are struggling to make ends meet," Mr Darley, a former Valuer-General, said.

"And the situation is only going to get worse as these latest numbers show. If the levy was indexed to inflation, most people would be able to afford that."

Treasury coffers were bulging with $17 million of unspent levy funds in 2005 and $10 million in 2006 due to the mid-decade property boom, Mr Darley said.

"The surplus currently stands at $3 million, as far as I understand," he said.

But the State Government has rejected Mr Darley's call for changes to the levy.

Treasurer Kevin Foley's spokesman, Rik Morris, accused Mr Darley of believing "emergency services are not a priority for South Australians".

"That we are spending more on making SA a safer place to live is not something the Rann Government walks away from," Mr Morris, said.

Householders who fail to pay their ESL on time are charged a 19 per cent late fee for amounts over $20.

So is it time for this levy to become another SA Income Tax?? In the scheme of things this ESL is cheap...

ONE person is dead after a fiery smash between a car and a petrol tanker near Parkes in NSW's central west.

The car was incinerated and police believe the driver, who died, was the sole occupant.

An investigation is under way to identify the remains of the driver.

The driver of the fully-laden truck managed to escape his vehicle before it exploded and caught fire on Orange Road about 1am this morning, police said.

He was taken to Parkes Hospital with minor injuries.

The blaze took three hours to bring under control, with 20 firefighters attending from the Rural Fire Service (RFS).

An RFS spokesman said a series of explosions coming from the tanker made it difficult to fight the blaze.

A number of firefighters were treated for smoke inhalation at the scene, he said.

Police, paramedics, State Emergency Service and HAZMAT officers were at the scene and crash investigators were also sent.


Isnt it interesting that "A number of Firefighters were treated for smoke inhalation".  from a RURAL Fire Service.    Shows if we are to do any better than them, CABA needs to become a much higher priority in the CFS to be completed by many more firefighters.

There is also enough chance on our roads to cause a duplicate incident like that anywhere in the state of SA, "Class B" Foam in any highway brigades???

Install early warning sirens with different pitches signifying different threat away, A continuous pitch would mean get into your shelters immediately.

Like an air raid siren that can be heard from miles away. Located away from vandals and operated electronically from emergency centre.

Everyone knows the system/updated on shelter radio.

actions/considerations
Consultation/design/cost/action plan for vulnerable and disabled persons.

For this to work, in say the CFS,  for the public to get used to the system of use.  Brigades would have to cease using the siren for "respond to station" or "more crew required"...Alerts would be used as the backup system if paging went down, as long as your entire brigade is on the conference call.

Continuous - Imminent Threat.

Country Fire Service / Pre-planning for High Risk Area's

Do any brigades/groups do any Pre-planning (Response plans according to alarm levels) for high risk area's...for Urban responses it seems present, im referring to mostly Urban/Rural interface or Highly populated area's near Scrub fires etc?

Eg, yesterdays fire at bridgewater, would there have been a response plan for that specific area (seeing as the area is now somewhat high risk and has had two fires in 3 years).

Some events that went on there, were a exact duplicate of the last big job there...so it seems low progress has occured since then.

Have heard MFS are moving to Rear Mount's, but its just a matter of when i guess.   I agree with the thought of having delievery lines done similar to CFA Type 2's..infact most trucks it'd be nice to do!

You could imagine this truck to be a mix of a Urban Pumper tanker and the CFS URP's.

JOBS will be axed so departments can meet the State Government's savings targets.

The Department of Environment and Heritage will target jobs to meet millions of dollars of savings over the next four years, chief executive Allan Homes told a Parliamentary Committee today.

"There is an inevitability that reductions of that magnitude will result in a reduction in staff numbers," chief executive Allan Holmes said.

"But it is no doubt it is challenging to meet those savings."

The department is slated to cut $7.7 million from its budget by 2012 – plus another $3.8 million required by December's Mid-Year Budget Review.

Reducing programs and staff was the only way to achieve this target, Mr Holmes told the Budget and Finance Committee.

But he said government termination packages would not be made available to all staff, with the Government promising only that staff cut in the Budget Review round would have access to packages.

Committee chairman, Liberal MP Rob Lucas, said it was "a recipe for chaos".

"What you're going to have is some members of the public service will be offered TVSP (targeted voluntary separation packages) over the next two to three weeks . . . and there will be other job cuts which won't be offered those same packages," he said.

A State Government spokesman said details of the packages – including their scale and who they would apply to - would not be released until 2009-10.

Public Service Association general secretary Jan McMahon said Mr Holmes's evidence showed a common trend across all departments in the bid to meet savings targets – and of politicians wanting to portray cuts as agency decisions.

"We understand that is it sommon across all agencies and that if politicians want to force cutbacks, it is proper they take the political decision about what community services they want cut," she said.

"Any further cuts forced by government will have a negative impact on community services."

Mr Holmes said the department was investigating programs that could be cut as a result of technological change, or areas in which government services were now provided by the private sector.

The department's mapping services, for example, were now adequately covered by services such as Google Earth, he said.

There mapping services are second to none! Pfft @ Google earth.

Itll be interesting to find out how the Seasonal firefighters are affected by this.
