Incident Operations / Hyatt Regency Hotel 12/12/2006

Several MFS fire trucks, MFS Command car, MFS Breathing Aparatus vehicle and two SAAS paramedic vehicles out the front of the Hyatt Regency Hotel, North Tce tonight.

The vehicle entrances to the Hyatt have been blocked at North Tce by safety cones with SAPOL monitoring.

Then I read the GRN pager messages:

Bushfire Warning Message - Onkaparinga Gorge
4:40 PM 5 December 2006

The CFS advises that a fire at ONKPARINGA GORGE near CHAPEL HILL ROAD BETWEEN CHAFFY AND BLEWITT SPRINGS ROADS poses a threat to public safety.

The ONKAPARINGA GORGE fire is travelling in a SOUTHERLY direction towards CHAPEL HILL ROAD BETWEEN CHAFFY AND BLEWITT SPRINGS ROADS.

You should take shelter in your home or shelter in a solid structure immediately. Close all doors and windows, stay inside until the fire front has passed.

After the fire front has passed, you should immediately begin to check your home and extinguish anything that is burning.

You should not enter or return to the area as access is restricted and the roads may not be safe.

Firefighters are attending to this fire.

Stay tuned to this radio station on a battery powered radio for more information, or call the CFS Bushfire Information Hotline on 1300 362 361.

METROPOLITAN firefighters are warning the State Government of a looming workforce crisis, with a third of employees now aged over 50 and 20 officers over 60.

The average age of the 800-strong force is 45, with just 102 officers under the age of 35.
The United Fire Fighters Union of SA said most officers also could not access "huge backlogs" of annual and long service leave because of staff shortages and increased workloads.

"Firefighters as a group are older, it is a job where you have to be quite robust and although we're quite a fit force, we are ageing," UFU state president Bill Jamieson told The Advertiser.

"For the first time ever, more than 20 of our members are over 60.

"As you can imagine, 60-year-old firefighters are a fair bit more injury prone. There needs to be some method by which firefighters can exit in their mid 50s.

"We're all sitting on huge backlogs of leave, but because every truck needs to roll with four on, it is very, very difficult for anyone to access that leave and people are sitting on up to seven months of leave."

Mr Jamieson said fire fighters no longer just fought fires. "Now, we're the combating agency for just about every emergency there is, from dangerous substance spills to road crash rescue," he said.

State Government figures show MFS officers take the most sick leave of any of the state's emergency service workers, with employees sick an average of 11.9 days each last financial year. The 800 full-time MFS staff took a total of 9681.6 days off as sick leave, the figures show.

Mr Jamieson described the data as "very concerning".

MFS chief officer Grant Lupton acknowledged the ageing workforce was an issue, although it was "not a significant problem if managed".

Opposition Leader Iain Evans said the Government "clearly has no workforce planning" for the MFS.

"The Government needs a better targeted recruitment program," he said.Emergency Services Minister Carmel Zollo said the Government had approved a third course of 18 firefighter recruits this financial year providing "better access to leave".

Just a bit of publicity for 2006 SES Week which is a national initiative:

last weekend was the Unit Managers conference

Friday 10/11/2006 at 1200= parade down King William St by SES vehicles, dog squad and personnel. Will start at MFS Headquarters and finish at the Torrens Parade Ground.

Friday 10/11/2006 at 1230= presentation of SASES Volunteer of the Year award from the SASESVA. This is the Keith Lane award. BBQ lunch from salvos afterwards.

Tuesday 14/11/2006 = 40th celebrations of Metro South SES. BBQ for SES volunteers within Central Region hosted by SES Central Region & SES Corporate Communications.

Wednesday 15/11/2006 = Noarlunga SES hosting employee recognition presentation ceremony.

Friday 17/11/2006 = SES display in Rundle Mall near Stephens Place.

Saturday 18/11/2006 = SES display in Rundle Mall near Stephens Place.

Unsure of specific date = SES North Region  & SES Corporate Communications holding volunteer BBQ at Spalding SES for all volunteers.

Incident Operations / Wail sirens dogs starts dogs howling

Last night aftre midnight, multiple emergency vehicles sirens could be heard in the Port Noarlunga South area. The vehicles were using the wail setting on the sirens & I suspect they were travelling through the South Rd/Southern Expressway area.

When the first group of vehicles passed, several dogs in the area began  howling. First one, maybe two dogs started. Then the dogs got confidence  & several began to howl.

A few owners could be heard yelling at the dogs to shut-up.

A few minutes later another group of emergency vehicles passed on the same route with wail sirens going. Same thing happened with dogs howling.

I suspect some dogs were then really told off by owners physically getting up & opening the back doors.

I have not heard the dogs howling for a few years. Does it happen often in other areas ?

I know of one country SES Unit that was reuested by the township that after 11:00pm, do not switch on the vehicle siren unless absolutely necessary until outside town limits. Basically, no vehicles on the roads between 11:00pm and 5:00am anyway within the town.

Do some Units/Brigades do this or is it ll lights/noise from the shed ?

Other Government Agencies / Assisting agencies bushfire training

At the next training meeting for our Unit, I was going to suggest that Unit members complete some training to increase their knowledge if deployed as an assisting agency during a bushfire.

We are an Operations control Unit which can deploy a Field Command vehicle if requested. We have previously been asked to send members to Mt Barker Headquarters to assist and other Units provide transport/logistics help (eg KI & Black Tuesday deployment).

A few years ago I saw a video with Brenton Ragless explaining the use of dust googles, face masks and radiant heat.

What would you suggest we teach ?

What resources can we access to help us teach ?

Country Fire Service / Radio stations for 2006 fire season broadcasts

Will a FM radio station be used for official Fire Incident warning messages during 2006/07 season ?

Last year I believe Nova FM was advertised, but personally I did not think this worked as reliably as the ABC AM station.

But many portable radio receivers (MP3 players, walkmans, mobile telephones, etc) only receive FM radio.

Incident Operations / Smoke sighting at McLaren Vale 06/10/2006

Did I do the correct thing this afternoon, or did I wate volunteers time.......serious question because I am doubting myself....maybe I should have got more information before calling, maybe let someone else call the smoke sighting in who was closer to the scene.....

This afternoon I was waiting for the bus at Commercial Road, Pt Noarlunga South to travel to work in the city. I saw black smoke beginning to show above the hills towards Onkaparinga Hills region, but I was not sure if this was near the Onkaparinga George park area. This area is dry brown grass and from experience is very steep at some places.

So I picked up my mobile telephone, dialed 112 and was connected to Fire Services. I described where I was, that the smoke was beyond Old Noarlunga township and I thought approx 5 kilometers away into the hills. No flame could be seen because the smoke was from over the hill.

The ComCen operator knew of a burnoff at Pimpala Road, but took the information in case other telephone calls with more details were received.

Very quickly handled and well done by the telephone operator & MFS ComCen operator.

The pager messages generated are:

Country Fire Service / Article in Messenger press re outer southern Adelaide

This weeks 'Southern Times' Messenger Press newspaper gives a front page article on Onkaparinga Council detailing to SAFECOM a study by Planning SA that fire response times are inadequate in their area.

I personally smell a rat when Councillor Bill Jamieson who is detailed in the article, is the President of the United Fire Fighting Union (SA).

Leigh Miller from CFS, Roy Thompson from MFS and Dermot Barry from SAFECOM was interviewed for the article.

Bottom line is that SAFECOM stated a current review of the "...provision of fire and emergency services..." throughout SA will "..be completed by the middle of next year with three possible outcomes:

* Increasing resources to volunteer CFS crews in the area, including staffing stations during the day;
* Identifying a real need for another 24-hour MFS station in the south; or
* No action if investigations found things were running smoothly as they were..."

Hi,

In case you are wandering around the Royal Adelaide Show and get close to the food courts (believe Boulevard Food Court near the Dairy Farmers Fun Park) near the Rose Tce entrance, then come and visit the SA State Emergency Service.

Their will be three parts to the SES area. A Public Relations/Recruitment display organised in conjunction with the SASESVA, Rescue team on standby to assist SAPOL and St Johns with associated rescue vehicle and a Field Command bus monitoring multi-agency and other talkgroups.

Rescue and Comms teams are rostered in two shifts per day.

SA Firefighter General / Recommended route around roadworks

In the Adelaide metropolitan area some major long-term roadworks are starting. For example, Blakewell Bridge is affecting the major CBD bypass.

Currently does someone in SAFECOM issue a recommendation on routes for emergency service vehicles to bypass major roadworks ?

When the South Road and Anzac Highway work starts, this will be a major delay for emergency service vehicles.

Is anything in place for country areas ?

Or is it up to every brigade/unit/station to figure out routes in their local area from the 'current roadworks section' of The Advertiser ?

All Equipment discussion / BCF extinguishers

My family are currently going through a relatives garage who recently died.

I have discovered two small BCF extinguishers in the garage and I am wondering if they can be used ? If not, why and how do I dispose of them ?

Both small extinguishers were previously used in cars or caravans. Both have pins and red disks in place. No dings, rust or major scratches can be seen. So in theory they could still be used.

I am interested in better fire coverage for a Commdore station wagon (no current extinguisher), part canvas caravan (small dry powder extinguisher exists) and the home kitchen (a fire blanket exists).

Any advise would be appreciated.

Other Government Agencies / SES trailer mounted flood pumps

Just for your information, SES metro Units have now received some new trailer carried/mounted flood pumps.

I am advertising this because if we get another major flood event this year, you might come across them in use.

I cannot give you much technical detail. I saw two last weekend though. One on a pallet at SES State Store and one on a canvas covered 6x4 trailer for Prospect SES.

The most details that I have are from http://www.sturtrescue.com.au/pumptrailer.htm which is a special design mount trailer.

At last SES have some decent capacity in flood situations.

Hopefully someone else on this forum might be able to provide technical details if you want them.

Thanks for the quick reply to my question last time. Currently I am working with a group of volunteers in modifying training materials to the "SES GRN / Comms" course.

I noticed this pager message:

Does this mean GRN pager messages can be received while interstate ? If so, is this because we go through Link, thus we use part of their network ?

Because I am in the Adelaide metro area with very few pager messages received, I can't answer the following question. But I thought you might be able to  :|

If your SAGRN Pager is 'out of range' or 'switched off for a battery change' and a pager message is sent to your pager at that time, will you receive the message when your pager is back within range or switched on again. Or is the message is lost & you will never receive the message.

Not much use for a URGMSG or CFSRES message, but I am interested for Info messages and message drop facilities on the SAGRN pager.

Country Fire Service / Land ownership changes for CFS brigades

I was trawling through my local government council website and came across the following:-

The land that the CFS Brigade shed for McLaren Vale and McLaren Flat are on is changing ownership.

Previously the land was a Community Reserve Land title via the Onkaparinga Council. Now the land will now be transferred 'to the Minister for Emergency Services under the Emergency Services Funding Act 1998'.

Is the Onkaparinga Council just slow (given the Act is dated 1998) or are the other councils already transferring the land ? In other words, who owns the land that your Unit/Brigade facilities are built on ?

From the GRN pager website, I noticed that quite a few CFS and SES were called-out last night or this morning to 'internal house flooding from the ceiling' in the Adelaide Hills.
