Just seen on news websites that a 6.3 earthquake has hit Christchurch New Zealand. 6.3 magnitude and multi-buildings and deaths being reported.

The issue actually occurred during the Victorian floods.

The group wanted extra sandbags to protect the grain storage and potentially limiting the availability of bags to houses in the township. I am unsure of the result.

The debate is that if the grain got wet & thus downgraded from Soft/Prime hard to Feed = $100 tonne lost. With resultant loss of money for trucking, machinery, township sales, etc.

I recorded last weeks Landline program which had an article on a dairy farmer (amongst other farmers) who were impacted by the floods. See http://www.abc.net.au/landline/

He was fine until the authorities (unknown who) breeched the levy bank to release river flood flows. Now his dairy & paddocks are under water for a few weeks. His cows are being milked by a fellow farmer & feed is being trucked in. His workers are unemployed until water goes and unknown about insurance.

I am fascinated about the extra impact a decision can have during an emergency event. Especially when multiple authorities are trying to dictate what happens.

I will be interested in opinions, because it has started alot of conversations with friends. This is a hypothetical situation:

In a small rural township you have an emergency situation. You have limited equipment and resources.

All people and animals have beem moved to a safe place and thus no life risk.

At risk is six houses and a temporary grain storage facility on the outskirts of the township.

The storage facility has approximately $1 million worth of grain recently harvested under tarpaulins. The houses if lost will affect the owners.

You have the resources to:
1/ Ensure you save the houses, but loose the grain storage.
2/ Ensure you save the grain storage, but loose the houses.
3/ Split your resources & take a chance on loosing both or minimising the impact to houses & grain storage.

Which do you choose and why ?

I do not think there is a right or wrong answer.....

Close, but we do not have that many paid staff. Haa Haa   :lol:

From the annoncement I read, Kevin Foley becomes "....becomes Minister for Police and Emergency Services...." (see http://www.abc.net.au/news/stories/2011/02/08/3132646.htm) and then "...plans to quit politics at the next election in 2014..." (see website ref)

Personal opinion, this could be an different Ministerial leadership style than predecessors which could flow down the chain of command.

Add in the two new Chief Officers and that is alot of management change in a short period of time for emergency services.

With less staff in SAFECOM due to the cuts it could be interesting.

State Emergency Service
         South Australians reminded to prepare their properties for extreme weather
                                         Sunday, 6 February 2011

As the State Emergency Service (SES) sends another four of its members to assist flood ravaged
Victoria, they are issuing a timely reminder for all South Australians that it is critical to make sure your property is prepared to withstand extreme weather conditions.

SES State Duty Officer Darryl Wright said that the SES has responded to more than 130 weather-
related incidents since Friday afternoon and that some of them could have been prevented through basic routine maintenance.

“Often taking simple measures such as clearing gutters and downpipes of leaves and debris can
make all the difference,” said Mr Wright.

Mr Wright stressed that safety should be paramount when performing any maintenance task.
“People need to be mindful of their personal safety and that of others, and should make sure that they perform home maintenance tasks prior to extreme weather, not during it. It is also advisable to hire a professional tradesperson to undertake more high risk tasks.”

Mr Wright acknowledged that sometimes property damage simply cannot be prevented and there
were examples of that over the weekend.

“The SES is very aware of the changeable nature of weather conditions and our volunteers are
always prepared and ready to respond to calls for assistance.”

The SES advises that during periods of fine weather, it is an ideal time to put in place measures to protect property and make sure it is prepared for extreme weather. People should ensure:
    •   Overhanging branches are trimmed
    •   Gutters and downpipes are cleared of leaves and debris
    •   Roofing is properly maintained and there are no loose roof tiles
    •   Building and contents insurance is current and adequate.

The SA SES is sending four Incident Management Team (IMT) personnel, consisting of three
staff members and one volunteer, to Victoria today to assist with operations at the Bendigo
IMT. They will depart from Adelaide Airport at 1:25pm and are likely to return to Adelaide on
Friday 11 February.

For my curosity, wouldn't it be easier to physically test alot of people than interview them ?
Interviewing a 100+ people would take alot of time & effort....

SES wise they want USAR CAT2 people, so only those that have done the higher level of training.

Think CFS wise it would be clean up crews, we aren't really qualified for much else. Maybe some staff for IMT ?

Sorry, but why do you think he is "stir people up" ? From the look on maps, other resources might also be used available rather than just MFS.

From a volunteers perspective, personally I think it is a legit comment.

Are kapunda CFS and MFS not the closest and fill the response requirements? 359 is additional to that response, and as pumprescue said, garauntees a crew.

Maybe I have missed something (entirely possible so please enlighten me) but I thought the discussion was about Gawler MFS traveling to cover Kapunda ?

I am no expert, but I am suggesting that other CFS brigades could be closer to respond than a vehicle from Gawler. I assume this occurs if Kapunda CFS and MFS default.

I was bit puzzled when neither USE or LSE wason fire ban today would have thought yesterday might have been a guide

Thought this would be sensible given the CFS regions are resource tracking, logistics, etc. I would suggest that an individual fire may not be extreme to control, but multiple incidents could stretch resources.

I learn't 2 weeks ago the value of a well planned & deployed ICC. If IMT are behind because they have not been activated quickly or pre-deployed, then it can cause all sorts of issues at the incident.

The website is stating that has the maps are produced, they will be published. Good public information...

I have a Foundation license for Amateur Radio which I do not use much. Certainly not enough to be confident with using all of the international Q codes.

Thus I use longer radio transmissions to make sure my message is accurate to the recipient, rather than risk using the wrong Q code.

Personally, I would hate to accidentally use a wrong K code at an incident.

But then I am in a different service in which we have enough issues using pro-words correctly. That includes me.

For me the purpose of radio is to pass information accurately.
