And that is the main weakness of the system.
It assumes all persons travelling to an address start from one particular end of
the road, associated with one particular town or locality.
If you come in from the other end of the road, or do not identify with the town
or locality, or if the road doesn't have one end which relates to a township more than the other....
you are stuffed.
(Unless the resident gives you instructions, in which case you don't need a multi-million-dollar numbering scheme...)
RAPID is/was a great system for us. Not so great for posties.
The new system is great for posties & locals.
On major roads.
Most of the time.
